Stephen Pilling accepted into The Academy of Experts (TAE)
16th January 2026
Stephen Pilling, the founder and managing director of Quantum Group, has been accepted into The Academy of Experts (TAE), a respected professional society and accrediting body for expert witnesses, reflecting his wealth of experience in resolving disputes in the construction industry.
Stephen is an RICS registered quantity surveyor who has been continuously developing his skills and qualifications over a 30+ year career. Today he specialises in helping clients to adopt working practises that help them to avoid construction disputes in the first place and, where they cannot be avoided, provide a strategy and support for a resolution.
Stephen and his team work with building contractors and specialist sub-contractors of all sizes and disciplines, including businesses operating in the industrial engineering sector, both nationally and internationally to help them minimise the impact that disputes can have on their businesses.
In becoming an Academy of Experts Member in the practising category as a ‘Chartered Quantity Surveyor’, Stephen’s extensive experience and ability to act as an expert witness has been formally recognised. It is a role that he has already undertaken as part of numerous arbitrations, adjudications, mediations and litigations in the UK, Eastern Europe and the Middle East.
Expert witnesses perform a crucial role by providing impartial, professional opinions in legal proceedings on complex matters which are often highly technical in the construction industry. They assist the court by examining evidence, preparing detailed reports, and by giving clear, objective testimony in court where necessary to help the tribunal make informed decisions.
Commenting on his acceptance into The Academy of Experts, Stephen said: “The calibre and expertise of members of The Academy of Experts is widely acknowledged, which is why I am really pleased to be accepted into the membership. Acting as an expert witness has become an increasingly significant part of my work over recent years and I am looking forward to developing new opportunities to perform this role even further through my approved membership of the academy.”
Stephen founded the Quantum in 1999 with the formation of Quantum Consult, initially offering core quantity surveying services before expanding soon after to include support for contractors and sub-contractors involved in disputes. Quantum Consult later evolved to focus on dispute avoidance and resolution services, with a new division introduced called Quantum CPM to handle the more fundamental quantity surveying and outsourced contract management services that are so critical for the day to day operations of the construction sector.
Today Quantum Consult and Quantum CPM operate under the Quantum Group umbrella, with two additional divisions. Q-Meruit provides Quantum’s services to international clients, and Quantum Construction Commercial Support (CCS) is a soon-to-be launched subscription service designed to provide retained clients with access to a complete package of services and support that they can draw on whenever they need to.
